New inputs for the research

The results of the International Program for the assessment of competences of the Adult Population 2013 from OECD (PIAAC) have been made public. The study has assessed the level of competences related with language, mathematics, problem solving in enhanced technological environments, as well as generic competences such as communication, collaboration and time management.

In the international context it has been identified a significant proportion of adults without competences in technology-enhanced environments due to deficits in initial training and lack of opportunities to acquire them later on. Differences between generations vary among countries, showing how public policies may weaken the generational effect or increasing it.

The study also identifies a mismatch in the use of those competences in the work place. According to the results, the optimal mastery level of competences is acquired when arriving at 30 years old, and from there it begins to decrease, always in relation to the quantity and quality of opportunities that people have to develop and keep their mastery level up to date (the use of language, mathematics, technologies and problem solving helps to keep it).

In the Spanish context, the study shows low levels of competence in language and mathematics as well as in problem-solving in adult population, in relation to the OECD average (more than 20 points below).

The results highlight the relevance of lifelong learning in permanent training. People with more domain of competences participate more in the labor market and have lower unemployment rates, as well as get and earn higher wages.

Within the context of career development and its impact, we must bear in mind how young people is being guided in the development of the competences that appears in PIAAC and identify to which extent the identified barriers in the report are also present in our current study.

The research has completed 20 interviews aimed at identifyng competences to reduce the structural factors that diminish the possibilities of employability of 16-25 years old Catalan youth.

Key stake-holders from the academic, the corporate, the governmental and the non-for-profit sector have been interviewed. The results highlight, among others, that learning how to manage emotions effectively is key to be able to contribute to the reduction of the structural challenges that hinder possibilities to access the labour market.

It is expected that by end of October we will be able to publish a full report of the results obtained in the interviews.
