This doctoral thesis aims to study the translation policies developed in Chile in response to the arrival of Haitian immigrants in the country and how these have materialized in specific mediated communication initiatives in two areas of public services: health and education.
The research originates with the sustained arrival of Haitian migrants to Chile since 2010, which has increased exponentially since 2014, currently constituting 14.3% of the foreign population residing in Chile. This increase has brought various issues related to the interaction between the host country and the migrant group. One of the most relevant is the language barrier generated between Haitians and Chileans in public services. This is because the first language of the Haitian collective is Creole. At the same time, Chile has Spanish as its de facto official language, which means that all government documents and laws, as well as communication between the State and its inhabitants, are carried out in this language (Zajícová, 2017, p. 179). Hence, it is relevant to address how such communicative obstacles are managed between the two parties.
In order to address the above object of study, we will draw on the methodologies and theoretical framework provided by the disciplines of Public Service Interpreting and Translation Policy. Our analysis will be based on data collected from semi-structured interviews with different actors in public services (service providers, linguistic and cultural mediators, authorities) and the collection of information available in different official documents dealing with the issue of translation policies.
